Where Winds Meet gates Heaven's Threshold behind the Version 2.1 Cloudtop Ascent event. Reach Lv. 32, complete Hidden Mountain Volume I: Mountain Unveiled, then contribute to the server-wide Cloudstair reconstruction until it is finished.

Reach Lv. 32 and finish Mountain Unveiled first
Cloudtop Ascent requires Lv. 32 and completion of Hidden Mountain Volume I: Mountain Unveiled. If either requirement is unfinished, work through that progression first before expecting the Heaven's Threshold unlock event to move you into the new region.
Rebuild the Cloudstair through Cloudtop Ascent
- Reach Lv. 32. This is the participation level listed for the Heaven's Threshold Unlock Event.
- Complete Mountain Unveiled. Finish Hidden Mountain Volume I before joining the reconstruction effort.
- Take part in
Cloudtop Ascent. The event became available after the August 20, 2026 Version 2.1 update. - Complete Cloudstair Co-construction quests. These quests add progress to the shared Cloudstair Reconstruction.
- Wait for the shared reconstruction to finish. The Cloudstair is completed through collective progress across the server population.
- Ride the completed Cloudstair. Once reconstruction is finished, the Cloudstair provides the route into Heaven's Threshold.
Personal progress cannot bypass the server-wide gate
- Finishing your own co-construction quests contributes progress but does not force the region open immediately.
- The Cloudstair must be completed through the shared reconstruction system.
- Campaign: Mirkvale is listed as becoming available after Heaven's Threshold unlocks.
If Heaven's Threshold is still locked
First confirm that your Wanderer is Lv. 32 or higher and that Mountain Unveiled is complete. If those requirements are satisfied and your Cloudtop Ascent tasks are finished, the remaining blocker can simply be the shared Cloudstair Reconstruction. In that case, continue contributing when quests are available and wait for the collective progress to complete rather than repeating the prerequisite quest.
